C40 A Mayors Plan To Build Back Better & Gave Birth To The 15 Minute City

Buildings and Infrastructure Goals.

C40 also advocates for forcing individuals into "making better food choices" by a top down approach, Mayor/government forcing schools and government cafeterias into ONLY providing food items that are on their "approved" list such as fruit and vegetables. They will pressure grocery stores to only stock those approved food items and REDUCE the availability of Meat and Milk. It also OUTLAWS public transportation and other advertising of "fast food". C40 wants you being restricted in WHERE you eat! They want you in a controlled environment where you are only given choices they give you. If you study their graphs, the pressure come via Fascism where government using PPP (Public Private Partnerships)/Business Sector and the "Rich" to push their agenda claiming people will have better health and will live securely in their proverbial plastic bubble while saving the planet.

The report concludes with acknowledging that the cities must use the mantra to cut GHG as a way of controlling the individual. Their deadline of 2020 is only prior to their pie in the sky goal of 2050.

The reason these Global Elites and their NGO/Corporations make these plans only applicable to the individual is this is the only real part of the equation they can control. They can use there propaganda masters to guilt the individual into complying with their outrageous demands! They have their ESG (Environmental Social Governance) to deal with the Corporations; because that's how they force compliance is through their pocketbook. They use the force of government to try to legitimize their "rules for ye and not for me" approach. They say, "The Sky Is Falling", "the planet will not be here in 12 years", "YOU ARE THE PROBLEM"!

Many people may be asking, "why are you continuing to focus on this Agenda"? I do so to expose how gigantically HUGE this Agenda is that people are still so oblivious too. This Report alone has so much attached to it. I am going to just mention a few plans associated with this Agenda in order to open your eyes and help you understand how MASSIVE this is and how things are connected; not wanting to be exhaustive in my approach. This thing is so big, when you read their Original Documents you understand WHY.

I have since found that the Mayors of Utah Cities are listed on the Global Covenant of Mayors for Climate & Energy, (C40 is one of the Alliance Partners). Let's start with our current subject C40...

"There were 97 cities in the C40 Cities Climate Leadership Group, which represents one twelfth of the world’s population and one quarter of the world’s economy. C40 was created in October 2005 when London Mayor Ken Livingstone convened representatives from 18 megacities to reduce climate pollution together. With the help of former US President Bill Clinton, Mayor Livingstone and the Clinton Climate Initiative (CCI) strengthened both organizations in 2006, expanding the network to 40 cities and helping cities deliver projects and project management to reduce emissions.

It was C40 that introduced the 15-minute city concept. It’s a network of mayors from nearly 100 world-leading cities working together to tackle climate change.

It’s understood that the COVID-19 pandemic played a significant role in accelerating this shift to 15-minute cities and according to Lisa Chamberlain of the World Economic Forum, “the 15-minute city grew from a “nice-to-have” to a rallying cry.”

Global organizations, such as the C40 Cities Climate Leadership Group, took notice. In July 2020, they published a framework for cities to “build back better”, and the 15-minute city concept was at the heart of it. (Utah finalist in Build Back Better challenge). The $1 Billion from the Federal Government will go to Central and Southern Utah to a "new jobs" scheme in which coal jobs are eliminated and "green jobs" are created. Joe Biden is following through with Obama's commitment to rid America of its coal production. The "green jobs" are what I have outlined in another article I wrote about the Great Salt Lake drying up and Lithium production by foreign corporations.

Who funds C40.org? It’s a partnership with many companies including the Open Society Foundations, founded in 1993 by George Soros. Other partners include the Wellcome Trust, the Clinton Foundation and the World Bank.

There are some really powerful people and organizations behind the C40 initiative. Michael Bloomberg is the C40 Board president, C40 is also part of the Global Commons Alliance, a public-private partnership with PlanForThePlanet, the World Economic Forum, Rockefeller Foundation, WBCSD, EAT, Club of Rome, WWF, WRI, ICLEI etc. and ARUP publisher of the above Report. “15-minute city” – straight out of Agenda21/2030. Combine a digital ID, carbon credit score and their programmable CBDC token and you’ve got the makings of a digital open air prison.

As usual, ordinary people will pay for the 15-minute city. Particularly urban car owners and families who commute across town to visit relatives or friends.

The plan limits car ownership. The "problem", the growth of the middle class income resulting in more car ownership. If you combine these plans with plans to ban gas and diesel cars by 2030, it all starts to make sense. It is part of a coercive drive to keep motorists on foot. Using Block Chain/Unified Ledger, individuals with cars will have to count how often they use them and there will be more surveillance, permits, and penalties coming. (These people plan to allow vehicles to "own themselves" and earn their own money; Car Dealerships are to "deploy" like a weapon their inventory into these 15 minute cities and the earnings from rides tokenized. (Cars have rights and freedoms WE DON'T)!

No matter what is happening, it is being done outside of God-given Rights, by climate change companies/NGO and climate zealots, in the name of saving the planet from net zero destruction.

Of course in order to save the day we have to give up more and more of our privacy and liberties or be fined. The classic behavioral nudge. No it’s not a lockdown in the normal sense, but it is more authoritarian for sure. This is where we must think about our own daily routines and make sacrifices for the supposed global good. De-cabonising the west may be a way of de-industrialising the west". Article.

This Plan has roots, deep roots! The United Nations Sustainable Cities and Human Settlements. These who scheme to enslave us use the excuse that the city-dwellers now outnumber the rural population; it's been their goal all along to "drive people into the cities" for control, now they want to use it as an excuse to implement their plan.

"Sustainable human settlements development was also discussed at the second and third sessions of the Commission on Sustainable Development. "Promoting sustainable human settlements development" is the subject of Chapter 7 of Agenda 21, which calls for 1) providing adequate shelter for all; 2) improving human settlements management; 3) promoting sustainable land-use planning and management; 4) promoting the integrated provision of environmental infrastructure: water, sanitation, drainage and solid waste management; 5) promoting sustainable energy and transport systems in human settlements; 6) promoting human settlements planning and management in disaster-prone areas; 7) promoting sustainable construction industry activities; and 8) promoting human resource development and capacity-building for human settlements development".

The Planned Event of COVID-19 was successful in crashing economies, name me one that wasn't. It was the catalyst to roll out the 15 minute city plan. The plan was explained by supposed developer of the "idea" Professor Carlos Moreno. Moreno was given an Award for coming up with the scheme. "As infection fears have limited transit and travel this vision of close-knit districts supported by infrastructure which allows bikers and walkers to rule-may be coming of age. Several cities around the world have used lockdowns to kick start car-free infrastructure projects. The speed at which pedestrian, biking and scooter infrastructure has been ramped up during the pandemic shows how quickly things can change. Small tweaks to zoning or permitting for sidewalk cafes and cycling infrastructure can build momentum for larger shifts when budgets allow". I showed you graphic depictions of what they wanted by removing cars from the streets and allowing dining, public transit and horses on the streets instead. Remember all of the dining in the streets of New York during the pandemic? You've got it now. "These are just a few of the ideas that are now being implemented in favor of ‘complete neighborhoods’ or the 15 minute city. Now more than ever we need to rebuild". (The 15 minute city referenced to Moreno connected to C40).

These planners tell us outright LIES about their plan for us. I will link to an online resource where Oxford City Council does this. We have eyewitness reports of these measures being implemented and carried out as proof the plan is in motion, but Oxford City Council themselves refer to this as a "scheme"!

WEF (World Economic Forum) lacky Lisa Chamberlain wrote an article about how they got the 15 minute city jargain to "stick"!

"Urbanism trends come and go: Broadacre City, Radiant City, EcoCity. Yet the “15-Minute City” concept—which implies having all necessary amenities within a short walk, bike ride, or public transit trip from one’s home—has demonstrated stickiness not just as an idea, but as a powerful tool for action, from Paris to Seoul, Bogotá to Houston.

For longtime urbanists, the 15-Minute City seemed to merely repackage the historic urban pattern of development: walkable, mixed-used districts. Old wine, new bottle, as the saying goes. But for a new framing to ignite a global urbanism movement, clearly there’s more going on".

The answer.... the pandemic!

Asset-stripping Every Asset You Have Earned - Bank Of International Settlements - Unified Ledger

BIS describes this "Fairytale Takeover" this way, "A burst of creative innovation is under way in money and payments, opening up vistas of a future digital monetary system that adapts continuously to serve the public interest". 💩

This is a bunch of Bull Crap! Let me break it down for you. Everyone wants to be "the federal bank", aka the Central Bank. The Bank for International Settlements (BIS) is stepping out to take this system over worldwide! They have created the blueprint and are using the failure of FTX to scare people into thinking they need to save us from the proverbial boogieman. They tell us "crypto is on the outs" and their CBDC (Central Bank Digital Currency) is where it's at. They say their "idea" is broad and narrow", their schizophrenia model will be the new way of commerce so we no longer have to cart around trunks full of money to do our business "as we have been doing for 500 years". "Banks" will only be for "correspondence", in other words they are only digital/not physical and won't have actual money. The whole system will be digital using apps on smart devices. The nasty secret they are keeping from you is that anything "digitized", this includes government/bank databases that hold documents related to any assets that you have associated with you will be taken into this system, without your knowledge and consent. This is ASSET-STRIPPING at its highest level! This whole system WILL BE operated under the "social credit system" and ESG (Environmental, Social, and Governance) system. Your Stocks/Bonds, 401k, Pension, Retirement, Property such as Home, Cars etc. If you don't conform to their way of thinking you CAN NOT access your funds of any kind! You eat something on the "unapproved list" you may pay a penalty for that "freedom". Let's face it, these people and their systems are FREEDOM-LESS! It's also Godless, since there is no free will in it.

Unified Ledger tries to sell the point that "everything in one place" is a good thing, which flies in the face of diversification, remember the age old adage, "don't put all your eggs in one basket"? They tell us that this will be so much easier than having to go through the traditional authentication and verification process, and that the existing messaging service is "insecure" so, "let us take that system over too". In that "takeover" they will use "current real wold events and a direct result of transactions on the ledger (you purchased something outside their 'approved list' of items) or may be obtained from the outside environment" (aka Social Media/Public Square) etc. etc. All of any desired transfer of funds/assets will be via the "smart contract" and all of the above factors will be brought in digitally to decide if the digital central bank will allow the transaction to occur.

Unified Ledger sees itself as the actual management of your funds and investments. They want to eliminate all of the checks and balances currently in place to protect you and your assets. This proposed system is actually using Mafia style tactics to confiscate and manipulate your personal property and wealth, selling it to you as "safety and security"... and convenience! They propose to be the middle man in your supply chain endeavors, basically eliminating you from any negotiations and contracts with suppliers, what's not Mafiaesque about that? We have Attorney's for that! They claim that their system will lower costs that exist currently, but seising your assets is a very costly price indeed. They also claim that "their system" will eliminate the racism in the Credit Score system. BIS is using FedNow to get people used to this idea of "one size fits all" financial services using CBDC, and FedNow is recruiting individuals to bully their Bank/Credit Union into signing on to this agenda. Unified Ledger is campaigning to be protected, and given power, through the state government laws that are set in place to protect the individual and their assets. They are frustrated by the fact that our property assets are in state/government databases etc. are locked out of their purview, some not in databases but held manually. They want to erect a "ramp" to gain access to these assets. Their claim is, this system will be less expensive, the reason is, it will be AI (Artificial Intelligence) running it!

I don't understand why people keep falling for this WEF (World Economic Forum) driven, centrally controlled system, a "remaking" of the old system that is supposed to be publicly driven with protections in place in Federal/State Code? Why does anyone want to step outside of those protections and plant your flag on a International System without protection? The truth is, this monitory takeover is the last straw in total control of the world population. And, the big picture of "you'll own nothing and be happy" will come to fruition if this happens!

Sound of Freedom is a film based on the true story of a federal agent who rescues children from the evils of sex trafficking. Don't be fooled by the "Hollywood Style Production" in which Tim Ballard is promoting his "front organization" Operation Underground Railroad (O.U.R.). Cancelled By Amazon - The DANGER of SMART Devices & Their Control

Locally Rocky Mountain Power led in this effort to gain your "consent" to CONTROL your source of electricity, specifically related to your Central Air.

It's been about 20 years now since I, logically thinking, refused this "program" marketed by our local power provider because I understood I don't want a corporation making decisions for me and controlling my environment for a Service I pay for! Seeing the "forest through the trees" has provided protection for me...to an extent. It did not protect Coloradoans from this unlawful intrusion as a local power provider prevented 22,000 residents from adjusting their thermostats as temperatures soared into the 90's. In this case it was "SMART Thermostats" that facilitated the "takeover" by the Utility and prevented the customer from overruling that control. The power provider used the excuse of the power grid not being sufficient to handle the load and the grid going down. I have been saying for over a decade, "why are they no longer fortifying the grid while pushing all of this stack-n-pack high density European Block housing"? THIS is the problem in Colorado and other states across America! It does feel like a deliberate act in succession with the SMART Home take over.

The agenda that parallels this is "SMART Appliances". It is hard to find any new appliance that doesn't have SMART Chip Technology as standard equipment nowadays. These SMART Appliances have transmitters installed that may be always on or transmit intermittently say 5 times an hour. Either way this Electromagnetic Frequency(EMF) can be damaging and has effected many peoples health. It also brings privacy issues as it transmits usage data that can be sold/acquired by corporations and individuals in order to sell products and services you may not want. With the addition of SMART Thermostats, Ring type doorbells, Alexa, Siri and all devices WIFI corporations are creating, and marketing to you, "CONTROL" over your property! AT&T, Google, Apple, Amazon and countless others, they will SELL you a service that will control it all...and get you to pay for the privilege!

Case in point. Meet Brandon Jackson, Alexa "owner" using that system to control systems in his home. He purchased SEVERAL Alexa devices to automate his systems. In May of 2023 an Amazon Package was delivered to his home. Jackson had a SMART Doorbell on his home that was programed to say, “Excuse me, can I help you?” The Amazon deliveryman reported to Amazon that he met "racial slurs" while delivering the package. Jackson reviewed all of the video footage from his home surveillance system and found the delivery was made at 6:05 p.m. while no one was home, by a delivery person wearing headphones. The next day he ran into multiple problems communicating with his systems through Alexa. Taking some time to investigate why he was running into trouble, he discovered Alexa's (multiple) not working, so he contacted the company. When the representative on the phone looked into the matter he was met with accusations of racial remarks upon delivery of his package; and that Amazon was just protecting it's employee by deactivating and locking his Alexa/Echo devices. Jackson was without control of his automated systems for a WEEK! Jackson was told by email "an investigation was being done" and "they would let him know the findings by email." He spent the the whole Memorial Day week in limbo when his access to Alexa/Echo was restored two days after the holiday with absolutely now apology or explanation of the investigative findings. He now advocates that everyone who purchases a device like this or technology or hardware have complete control over their purchase! He also disclosed that he used Siri to override Alexa main control, so he "wasn't in the dark!" He has made a conscious effort to not make purchases from Amazon any more. Jackson his now advocating for private property rights and trying to send a warning to people to stay away from controlled systems that control your SMART devices/home.

Utah Allows China To Operate Intelligence Centers Despite DOJ Warning

Utah has experienced its own China-related espionage case, but despite Utah DOJ's Warning Utah Officials continue to allow PLA/CCP et al to hide in Salt Lake's Chinese Civic Center.

In April of 2020 Utah U.S. Attorney John W. Huber shared highlights of the Department of Justice’s China Initiative with law enforcement agents and officers, private sector business representatives, university officials, and others at a Salt Lake City Security Webinar. The U.S. Department of Homeland Security and the FBI sponsored the webinar.

Huber’s remarks focused on the economic and national security threats China poses to the United States and the importance of defending the country against these efforts. And, despite the AP Report of an FBI Investigation of China's influence peddling amongst Utah governing/elite, China continues to operate their Secret Surveillance/Police Force right here under our noses! (Est. 2017). These forces are not just involved in China interests but locating immigrant's from the "homeland" but especially elderly assimilated immigrants as a target of repatriation.

Utah Republican Rep. Chris Stewart, a member of the House Permanent Select Committee on Intelligence, said, “These centers aren’t there to help people get a business license or help resolve a domestic dispute,” “They’re here to pressure, to use coercion and to use malicious influence.” It appears those who populate Utah's positions of influence have forgotten history all together because "cozying up" to the despotic Communist Regime of XI/Mao/Marx and the like will get Utahan's the same!

Daily Caller published an article June 17, 2023 that further outlines the truth behind the Department of Justice' Warning, much outlined in a 2016 Report to the U.S./China Economic and Security Review Commission, a 567 page report, (pg 303). The DC article is posted below.

"A Chinese intelligence agency quietly operates “service centers” in seven American cities, all of which have had contact with Beijing’s national police authority, according to state media reports and government records reviewed by the Daily Caller News Foundation (DCNF).

The Chinese Communist Party’s (CCP) United Front Work Department (UFWD) — which at least one U.S. government commission has characterized as a “Chinese intelligence service” — operates so-called “Overseas Chinese Service Centers” (OCSCs) that are housed within various U.S.-based nonprofits. OCSCs were ostensibly set up to promote Chinese culture and assist Chinese citizens living abroad, according to Chinese government records.

State media reports, Chinese government records and social media posts show that during a 2018 trip to China, U.S.-based OCSC representatives met with Ministry of Public Security (MPS) officials. During the meeting, state security officials demonstrated how they’re leveraging new technology to conduct “cross-border remote justice services” overseas.

MPS is China’s national police authority and has been referred to as “China’s FBI” by China experts. The U.S. Department of Justice (DOJ) says MPS also conducts covert “intelligence and national security operations far beyond China’s borders,” including “illicit, transnational repression schemes” on U.S. soil. In April 2023, the DOJ charged two men for allegedly opening a secret police station in New York on behalf of MPS in order to “monitor and intimidate dissidents” and others critical of China.

There’s no evidence U.S.-based service centers operate as, or house, secret police stations, and the DOJ has yet to mention these entities in any statements or legal filings. Nonetheless, OCSCs’ association with China’s United Front system and contact with MPS raised red flags for legal and intelligence experts.

“The national security threat is real,” Will Mackie, a career federal prosecutor and former trial attorney for the counterintelligence section of the DOJ’s National Security Division, told the DCNF.

“Simply put, we should know which foreign government agents — including ‘unofficial’ actors — are operating in our country for whatever reason,” Mackie said, adding that American nonprofits performing Chinese governmental duties is “inconsistent” with diplomatic protocol, if not “illegal.”

After an extensive review of Chinese government and state-run media reports, the DCNF identified OCSC branches in San Francisco, California; Houston, Texas; Omaha, Nebraska; St. Paul, Minnesota; Salt Lake City, Utah; St. Louis, Missouri and Charlotte, North Carolina.

GOP lawmakers expressed serious concern over OCSCs operating within the U.S.

“These centers aren’t there to help people get a business license or help resolve a domestic dispute,” Utah Republican Rep. Chris Stewart, a member of the House Permanent Select Committee on Intelligence, told the DCNF. “They’re here to pressure, to use coercion and to use malicious influence.”

Tennessee Republican Sen. Marsha Blackburn told the DCNF it was a “direct violation of our nation’s sovereignty” for the CCP to “set up shop on our soil to threaten, surveil and kidnap Chinese American citizens with a dissenting opinion.”

‘Eight Great Plans’

The “service centers” are at the heart of a larger CCP global influence strategy known as “The Eight Great Plans For Benefiting Overseas Chinese,” which was first announced during a 2014 speech by Qiu Yuanping, then the director of the Chinese government’s Overseas Chinese Affairs Office.

According to Chinese government documents and reports from China experts, the UFWD took control of the Overseas Chinese Affairs Office in 2018. The U.S.-China Economic Security and Review Commission describes the UFWD as the CCP organ “responsible for coordinating [foreign and domestic] influence operations” as well as a “Chinese intelligence service.”

UFWD’s “overseas Chinese work” aims to “co-opt ethnic Chinese individuals and communities living outside China, while a number of other key affiliated organizations guided by China’s broader United Front strategy conduct influence operations targeting foreign actors and states,” according to the commission.

The Overseas Chinese Affairs Office Director Chen Xu also serves as the UFWD’s deputy director, according to the Chinese government. Qiaowang reported Chen Xu spoke at a conference held in Beijing in May that included OCSC officials from around the world. The conference was jointly sponsored by the Overseas Chinese Affairs Office and the All-China Federation of Returned Overseas Chinese, a key united front group, according to China experts.

“In the next five years, relying on overseas Chinese organizations that have the public’s trust, we will guide and support the construction of Overseas Chinese Service Centers in cities where overseas Chinese are concentrated and where there’s an urgent need for constructing harmonious overseas Chinese communities,” Qiu Yuanping said in her 2014 speech.

Shortly thereafter, the Overseas Chinese Affairs Office provided the initial funding to establish OCSC branches around the world and tasked them with a variety of seemingly mundane duties in support of China’s foreign ministry, according to Chinese state-run media and government reports. Duties range from processing Chinese passport and travel permit applications to so-called “consular protection” activities that include emergency, medical and disaster response work, according to reports.

Despite this directive, a Chinese Embassy spokesperson told the DCNF that the centers are simply formed by “warm-hearted” volunteers and have no “affiliation with any Chinese government agency.”

Since 2014, OCSCs have expanded to at least 60 locations worldwide, according to multiple reports from Qiaowang, a Chinese news service that acts as a propaganda arm for the Overseas Chinese Affairs Office.

Qiaowang reports also reveal the Overseas Chinese Affairs Office’s efforts to establish service centers in at least seven U.S. cities.

In September 2014, the Overseas Chinese Affairs Office held the first of four annual awards ceremonies in Beijing for OCSC branches, according to Qiaowang. During the ceremony, the Chinese American Association of Commerce in San Francisco, California was announced as the first U.S. OCSC branch, Qiaowang reported.

The Overseas Chinese Affairs Office announced in 2015 the Chinese Civic Center in Houston, Texas, would also house an OCSC, a Chinese state-run media outlet reported. Qiu Yuanping personally attended the grand opening of the Houston OCSC in February 2016, according to the Chinese government.

In September 2016, the Overseas Chinese Affairs Office unveiled more OCSC locations, including one in Omaha, Nebraska, Qiaowang reported. The Omaha OCSC is housed within the Nebraska Chinese Association, according to Qiaowang.

The Overseas Chinese Affairs Office also announced the Chinese American Association of Minnesota in St. Paul would house an OCSC branch in 2016. The group’s co-director received a commemorative plaque in October 2016, according to Qiaowang.

In September 2017, the Overseas Chinese Affairs Office announced the final batch of service centers, including one in Salt Lake City, Utah, according to Qiaowang. The Salt Lake City OCSC is located within the Utah Chinese Civic Center, according to the group’s website. The Utah Chinese Civic Center’s website also states that it hosts an OCSC that’s “licensed” by the Overseas Chinese Affairs Office.

The Overseas Chinese Affairs Office also established an OCSC in St. Louis, Missouri, according to Qiaowang. The St. Louis service center is located within the Chinese Education and Culture Center, and a top Chinese consulate official from Chicago attended the branch’s opening ceremony, according to the consulate’s website.

The final U.S. OCSC location announced during the 2017 ceremony was in Charlotte, North Carolina, according to Qiaowang. The Charlotte OCSC is housed within the Carolinas Chinese Chamber of Commerce, according to a report from Qiaowang.

The Chinese American Association of Commerce, the Chinese Civic Center in Utah, the Chinese American Association of Minnesota and the St. Louis Chinese Education and Culture Center did not respond to multiple requests for comment.

A receptionist at Houston’s Chinese Civic Center confirmed the organization hosted a “Chinese service center” in a phone call with the DCNF. Similarly, a woman who only identified herself as an “associate” of the Nebraska Chinese Association confirmed the organization housed a “Chinese center” while speaking with the DCNF.

When the DCNF called the Carolinas Chinese Chamber of Commerce, a man who identified himself as a “founding member” of the Charlotte “Chinese service center” answered the phone. He confirmed the service center was housed within the Charlotte-based nonprofit.

‘Overseas Chinese Police Contact Points’

Chinese government records and state-run media reports reveal that U.S.-based OCSC representatives met with officials from China’s Ministry of Public Security. The FBI has accused the ministry of conducting “transnational repression” schemes in the U.S. targeting Chinese dissidents and human rights activists.

MPS’ most notorious transnational repression scheme is operation Fox Hunt. The operation uses “unsanctioned, unilateral and illegal practices, including coercion, extortion and intimidation” to “forcibly repatriate” alleged Chinese criminals living overseas, according to a 2020 DOJ complaint.

Between 2014 and 2018, the Overseas Chinese Affairs Office sponsored a series of China trips for OCSC officials, according to Chinese government and state-run media reports. During these visits, participants frequently discussed how OCSC branches could assist Chinese law enforcement while abroad.

The Overseas Chinese Affairs Office convened an OCSC conference in Beijing in January 2018 that featured multiple work meetings across China focused on international law enforcement, according to multiple Chinese state media reports.

Representatives from all seven of the U.S.-based OCSCs attended the Beijing conference, according to multiple reports from the conference and photos reviewed by the DCNF.

In Beijing, the Overseas Chinese Affairs Office head Qiu Yuanping announced that improving “legal services” and developing an “online platform” would be among her organization’s annual goals, Qiaowang reported.

On the third day of the conference, OCSC representatives traveled to Zhejiang province and met with MPS officials at a police station that serves as the nerve center for multiple “Overseas Chinese Police Contact Points” around the world. Representatives from all seven U.S.-based OCSCs visited the Zhejiang police station, according to state media reports and government social media posts.

During the visit, OCSC officials posed for photos with uniformed MPS officers and participated in a series of demonstrations of an MPS-developed “internet + law enforcement” platform. The MPS platform provides “cross-border remote justice services for overseas Chinese,” according to China News Service and Qiaowang reports.

In one demonstration, the Zhejiang police station used the MPS platform to contact “special duty police officers” in Milan, Italy, according to Chinese government social media posts. These “special duty police officers” then delivered a report on their operations to the Overseas Chinese Affairs Office.

Following the video call, an Overseas Chinese Affairs Office official instructed OCSC representatives “to learn” from the police station’s “model” in order to “better provide for the well-being of overseas Chinese,” according to a Chinese government social media post.

The OCSC delegation also visited an “Extraterritorial Video Trial Court” specializing in domestic affairs, according to the Zhejiang court’s social media account. OCSC representatives participated in an international video call with the court’s “Overseas Chinese Police Contact Point” in France, according to a report from a United Front organization.

During this call, police contact point officials in France — several of whom belong to an OCSC in Paris — explained how they used MPS technology to remotely handle legal matters such as divorces and property disputes, according to the United Front group.

The “Extraterritorial Video Trial Court” had “tried” 77 international cases and mediated 18 disputes using the virtual MPS platform, according to a January 2018 social media post from the court. The post did not elaborate on the specifics of any litigation or the enforcement of any international legal judgments.

After the court call, an Overseas Chinese Affairs Office official leading the OCSC delegation called on attendees to learn from the court’s experience and build a global internet legal service to realize “the Chinese people’s dream,” the court reported.

It’s unknown whether or not U.S. service centers now utilize any of the technology showcased during their visit with MPS officials, but details of the trip alarmed national security experts who spoke with the DCNF.

“This is the internationalization of monitoring and control,” said Steve Yates, former deputy national security adviser to former vice president Dick Cheney. “An organized government effort to extend sovereign government operations internationally — and to use charitable and affinity organizations as the cover through which to engage in espionage and police activity — crosses a pretty significant line.”

Chinese government and state-run media reports indicate that OCSC branches outside the U.S. often perform law enforcement functions, including by serving as MPS “Overseas Chinese Police Contact Points” and conducting “armed patrols” in a number of countries, such as South Africa.

Several OCSC branches outside the U.S. also house MPS police stations from Fuzhou province, such as Dublin, Ireland’s OCSC, according to its social media account. The Dublin OCSC said its office is designed to assist Chinese nationals with government services, including issuing overseas ID card renewals and conducting physical exams for driver’s licenses.

There is, however, no evidence that U.S.-based service centers host MPS police stations like the one the FBI raided in New York City last year.

Texas Republic Rep. Morgan Luttrell, who is a member of the Subcommittee on Intelligence and Special Operations, characterized the OCSC program as a “serious national security threat.”

“As the Chinese government uses every tool at its disposal to infiltrate the U.S. and grow its influence on the global stage, we must take bold action to counter the CCP’s malign activity,” Luttrell told the DCNF."
