It's all the buzz, but it's the same old agenda sporting a new name...the 15 Minute City!
Another Un-elected Government Telling You "you don't need to leave the property at any part of the day for any reason". Let's face it, it's a PRISON!
I've tried to tell you for over a decade now, now here it is! A Prison City, where you'll "own nothing and you'll be happy" in this little 600 acre parcel in Draper Utah. While we were all on lockdown lining up for your Injection to qualify for your COVID PASSPORT storing it on your CELL phone bound and gagged, (prison terms), "they" were breaking their own COVID rules and making a plan, here's the short of it. I'll share an article that explains in short the agenda being implemented across the world in which Utah is racing to establish here before you get wind of it.
"The idea is that everything you regularly need will be within 15 minutes of where you live, and you will be fined for excessive travels beyond your patch. Pretty feudal, eh? What’s the bet the administrators of the system, and all the important bureaucrats, will be allowed free travel?
The 15 Minute City is a UN and WEF plan, because they want you to drive less.

The green agenda is taking inspiration from the illiberal days of lockdown.
To this end, Oxfordshire County Council, which is run by Labour, the Liberal Democrats and the Green Party, wants to divide the city of Oxford into six ‘15 minute’ districts. In these districts, it is said, most household essentials will be accessible by a quarter-of-an-hour walk or bike ride, and so residents will have no need for a car.
On the surface, these 15-minute neigbourhoods might sound pleasant and convenient. But there is a coercive edge. The council plans to cut car use and traffic congestion by placing strict rules on car journeys. …
Residents will have to register their cars with the council and they will be tracked to count their journeys through the key gateways.
Under the new proposals, if any of Oxford’s 150,000 residents drives outside of their designated district more than 100 days a year, he or she could be fined £70.
Apparently, not enough people are catching buses or riding bikes. But instead of making that more appealing, the totalitarians will force it through tracking and fines.
Oxfordshire has just approved on November 29th, the “traffic filters” trial which will turn the city into a “fifteen minute city”. The Trial will start in Jan 2024. …
Who benefits?
In the end, these aggressively over-managed schemes mean more paperwork, more tracking, more jobs for bureaucrats and more free passes for “friends” of Big Government.
Oddly enough, something similar to this was tried from the 1960s in one Australian city, and it failed.
The original design of Canberra was as a series of separate satellite cities, separated by big belts of bush and linked by freeways. The original small cities of North and South Canberra were supplemented by Woden, Belconnen, Weston Creek, Tuggeranong, Gunghalin, and so on. Each of these was essentially a 15 minute city. The idea was that each satellite city had shops, jobs (mainly government offices), sporting facilities, entertainment, etc. sufficient for those in the city, so one would rarely need to leave the satellite city where you lived.
It was built, but experience shows that it fails. For instance:People get a new job or promotion — but it’s in a different city. Do they then move? Not when the job might only be for a couple of years. So inevitably the jobs are frequently in different satellite cities to where people live.
People date or marry someone who lives in another city. More inter-city travel required.
The stamp duty on selling a house and buying another is prohibitive — a year’s savings or more for most. So it’s not really a reasonable option to move every time you get a new job or whatever.
The freeways linking the cities are often jammed at peak hour. Meanwhile, travel distances are huge, because Canberra is so very spread out — because it was expected that people wouldn’t travel out of their satellite city much. Lose-lose. Designed by bureaucrats, for bureaucrats."
It's Not "Planning" It's Social Engineering With The "Not In My Backyard" Approach On Steroids!
Please don't get me wrong on this one. I am all for helping those with addiction and mental problems, but there are better solutions than putting these treatment facilities in neighborhoods.
I've been wanting to write this article for several years now, and since Draper Utah is now facing the same fate it gave urgency to getting this out there. Although my article with video was meant to alert the residents of Sandy City of the schizophrenic decisions their Planning Commission have implemented as they have set to social engineer the community, it was my drive to Draper Saturday morning that set a fire under me to "get'er done"!
As I drove down 700 East past 12300 South I noticed a 4'x8' sign posted on the corner property on Pioneer Road. It alerted residents of an upcoming Town Hall about weather the Draper City Planning Commission should rezone that property from Neighborhood to Commercial Neighborhood. The sign read: "Town Hall Tuesday...Drug Rehab". It set me to doing some research in which I found audio to the Planning Commission Meeting of March 28, 2019. It was unclear from the agenda which portion of rezoning might apply to the property spurring the town hall, but after listening to audio of the 3/28 I found that to agenda item for Ferran Land as noted:
"A request by Troy Ferran to change the land use designation from
Residential Medium Density to Neighborhood Commercial. The subject
property is located at 681 e. Pioneer Rd. and 12388 S. 700 E. Staff

In the audio for the meeting a woman stood to present the proposal for rezoning the area/property noted. There was some discussion on roads, traffic and homes that would face the property. The woman told the commission that basically, the two homes would give way to a three story commercial building. The man conducting the meeting cautioned that there the proceedings would proceed without any mention of what business would occupy the property if the rezoning were to be approved, or recommended to the City Council. The woman finalized her presentation with some back and forth among the commission and presenter. I find it interesting that a warning fo not bring up the subject of what business would occupy the property extremely disturbing. It was pretty obvious that the local residents were en-mass attending the meeting that evening. Announcing to those present that their comments mentioning the rehab may be inappropriate at that meeting.
Next, the property owner seeking rezoning was asked to address the commission. Mr. Troy Ferran himself took to the microphone. He explained in very few words that he would appreciate a change of zoning to accommodate the three story Rehab/Counseling Center, and sat down. No questions really from the commission about what kind of counseling would be provided. How many employees, residents or patients they expect to have? If there would be pharmaceuticals dispensed and what types? Would they accommodate inpatient treatment or only outpatient? Etc., NOTHING! The man yielded the microphone as the commission did proceed with public comment. The local residents did the right thing in bringing up the fact that a drug rehab would not be right for the residential neighborhood and brought information forward that accompanies any change to rezoning would such as, road conditions including speed limit, lanes and stop signs and what historically constitutes traffic conditions even as to time of day including difficulties they have entering and exiting their properties now. Some of those who spoke said, "I know we're not supposed to talk about what kind of business will be on the proposed property but", they were right in reminding the commission this business would not benefit their neighborhood, although they have compassion for those who suffer and may need the services. They reminded the commission of the tax on the area that the new High School within a mile of the proposed facility has already been on everyone, causing heavy traffic, increased foot traffic by highschoolers and several serious accidents resulting in overturned cars and vehicles plowing through peoples yards. It was evidence from this meeting that the residents overwhelmingly opposed this rezoning proposal not just because it was a petition for a drug rehab/counseling. One man stood to advocate for the change. The commission finally ended up voting to NOT recommend the change in rezoning to the City Council, but this may have been the spark for the Town Hall.
I applaud those residents that showed up to that meeting to oppose the changes in rezoning, and despite a warning not to mention the planned for business and it's activities, did so anyway, because this should be considered in the decision. They pointed out the fact that this would open the flood gates to eat away at 700 East in Draper and destroy the true neighborhood feel and property values and bring in more crime, as they have seen an increase due to care/senior centers and the freeway corridor on 12300 South where even local doctors have suffered break-ins at home and businesses alike, shared by a local during the meeting. I have to say from experience, they are right! The commission and residents alike presented scenarios of how residential homes could be turned in to businesses peppering the street and force out residential property owners because of the encroachment of rezoning and allowing businesses with multiple levels to populate the area, as has happened with 700 East North of 12300 South where multi dwelling rentals and storage facilities are devaluing the residential property and forcing people out of their homes, which encourages the takeover by commercial entities. THIS is exactly what happened to my area of Sandy City!
In the late 90's UDOT set to widening 700 East which, for the most part, was lined with residential/agricultural property. After taking portions of frontal property for extra lanes and shoulder on the east side of the road homeowners slowly were rezoned out of the area by commercial zoning. Many of the homes there are now businesses. Approximately only 6 of those homes are still occupied by residents, thanks to Sandy City Planning Commission. In the last 5 years local residents have had to stomach the proposed plan of the planning commission to make our residential area the "drug treatment and addiction capital" of Sandy City! First it was A/D Psychotherapy and Clinic to occupy a former home on 700 East 8475 South, thenTurning Point 8375 South 700 East, about 50 yards North of A/D. Next,Changes Counseling occupying the former Century 21 Office where a former home stood at 8221 South 700 East. Then came the Common Ground Divorce Mediation Center at 8341 S 700 E who now occupies a former home. Inspiro took over the property on 700 East and 8029 South where a Day Spa set up shop soon after the UDOT project. They have some inpatient facilities toward the rear of the property. It now sports two signs, the Inspiro logo and Collective Recovery (I only provided a facebook link because their website was unsecured), signage. Just going to show you that just because zoning is
approved for one business doesn't mean a tiger can't change it's
stripes! Approximately 6 months ago we go another one, Wasatch Recovery 8221 South 700 East, a new build with residential in the rear. It is unclear at this point as to whether it is inpatient housing or rental units because their website shows bedrooms with beds, and they tell you what to pack when you come. All of this proves that fact that rezoning will ruin your neighborhood in a big way! And, when Sandy City Planning Commission opens the flood gates, look out! But, they could care less about what happens you your neighborhood because those appointed to the commission, they are NOT elected, don't live in your neighborhood. They make political donations to campaigns, (1%). They've got money to spare and they won't be anywhere near this mayhem that brings in the criminal element that seeps into your neighborhood. It was evident from the Draper Planning Commission
Meeting that they were not even that familiar with the site being
discussed, although it is less than a mile from City Hall. I will relate one big common denominator for burglaries in homes and businesses, I can attest, if you are near a Freeway entrance, say within a mile, expect to be burglarized! This is easy in, easy out for thieves and nair-do-wells. Sandy City did not inform the residents or ask their opinion before moving these rehabs in. We had more of a heads up when a local restaurant applied for a liquor license in the 90's!
Like I noted in my disclaimer, I am not against help for the needy. I just think there are better options. Here is one of my suggestions, hatched after the snowball caught speed and grew out of proportion. Locate these facilities, if it be in Sandy City, just off of I-15 in the industrial section. It is easy, quick access off the Freeway because, let's face it, most of the patients are just in for a quick dose of of Suboxone, Methadone, Buprenorphine, or naltrexone/Vivitrol and their out on the road again. It keeps them out of the neighborhoods and their cars off the city streets. I say this because after Operation Diversion/Operation Rio Grande the rehab centers on 700 East in Sandy were FILLED for several weeks with cars spilling out on to the streets. If you were trying to pull out from the East side of the road to access 700 East from the neighborhoods you could not safely see the traffic coming in order to pull out. Vehicles were parked less than 30' from stop signs and overflowing into the neighborhood streets from A/D Psychotherapy and Changes alone because most of these facilities do not have enough parking spots to meet the demand when Law Enforcement decides to do their "round ups". There were people standing outside in large groups waiting to get in for their meds. It used to be you couldn't get a permit to build a business unless you had ample area for cars to park, but now through Agenda 21 Sustainable Development they don't want you driving a car so they've crossed ample parking off the list. It the industrial area there should be parking lots large enough to accommodate this need and your neighborhood won't get "cased" for theft later.
My next solution is this. How about we all wake up to the fact that the CIA on behalf of the United States Government is the heart of the drug trade in America! If we were wise to the fact that they are conducting "phony wars" in places like Afghanistan and Nicaragua to protect their Opium drug trade we could INSIST that they put a stop to this "business" and stop putting our Military's lives at risk and bring them home. If we are wise to these facts many would have to knowledge they need to stay away from these drugs and much of the problem would be solved, because it's their agenda to corrupt society through these dangerous drugs, and the pharmaceutical companies have their own part they are playing in this mess, they are making billions on their Oxycontin/Oxycodone and Fentanyl that is very addictive and the drugs they dispense to quail addiction, let alone their antidepressants! If you are unaware of this agenda I encourage you to dig deeper, find the truth, and tell everyone you know! An article in Psychology Today states:
"More people are dying of drug overdose than any other non-natural cause—more than from guns, suicide,
and car accidents. Politicians have held press conferences, formed
commissions and task forces, and convened town-hall meetings. Vivek
Murthy, the Surgeon General under President Obama (fired by Donald Trump), issued an historic report on
America’s drug-use and addiction crises. Pharmaceutical companies have
been blamed. Drug cartels. Physicians who hand out pain pills like
Skittles".
"And unlike fertility centers,
which are required by the federal government to publish their success
rates, the documentary says rehab facilities have no regulatory
oversight, and are therefore able to offer expansive claims about their
outcomes".
"Addiction in the United States is a disease that has been ignored and
stigmatized for far too long, and it will continue to be an epidemic
thanks to the failures of government, the medical profession and society
at large".
This just scratches the surface without dealing with the source, the United States Government. It's big business and a great way to control the people, disassociate them from their families, asset strip them though purchasing elicite drug and pharmaceuticals and medical treatment and harming and maiming them leading to death for many! This may be a shock to some of you, but they do want to get rid of you! Check out the Georgia Guidestones. Let's stop playing their game!
To sum this up. This stretch of 700 East in Sandy City is LOADED with rehab/treatment centers bordering neighborhoods, bringing down homeowners property values. Bringing crime to the area. Exacerbating traffic problems. They are putting our children at risk as they walk to East Sandy Elementary, Union Middle School and Hillcrest High, all located near these facilities. It is negligence on the part of the Sandy City Planning Commission to have let this happen! And, people should be accountable for their actions. All of these Sandy locations are within less than 1 mile! I'm going to say something radical to some of you, but I don't think any city needs a Planning Commission, they have to much say in individual private property rights and we don't need their social engineering. These people are appointed and not elected and I think things might turn out better without all their control but, you have to remember, they are a employed by the Corporation, and a corporation doesn't care about you! But, yet we let them lord over us, and you know what happens when you're on steroids? You get a big head! They are the vehicle by which Agenda 21 Sustainable Development has been deployed in our country through the American Planning Association. It is vital that we reestablish private property rights in Utah. Join us!
Talk of moving the Utah State Prison out of the city of Draper has been going on for some time, but John Huntsman Jr. while serving as Utah's Governor, turned up the heat with his dream of ousting the prison in favor of redeveloping the land for "economic development." It's been considered prime property by many with dollar signs in their eyes, but Utah residents have become accustomed to having the prison in their midst. Poll after poll showed Utah citizens opposed moving the prison off the site in Draper. Citizens educated themselves about the current property and a large majority of Utahan's felt that building a new facility on the current site was best for the taxpayers and community.
Government types, in large majority, have been advocating moving the state prison anywhere BUT Draper, as evidenced by their current resolution to move the prison to Salt Lake City, West of the Salt Lake International Airport. It's still in Salt Lake County mind you, it just opens up the Draper parcel to development. As Alliance For A Better Utah pointed out in a 2014 article there were 21 state elected from the House and Senate that had real estate and development ties including Wayne Niederhauser (Senate President-Sandy) and Greg Hughes (House Speaker-Draper) at the time of the announcement on August 19, 2015. Governor Gary Herbert was also serving as Lieutenant Governor under Huntsman and has carried the torch for a long time. He is expected to sign the measure. I do find it interesting that Brad Wilson (who also has ties to real estate and development) sponsored the resolution, as he is from Kaysville. No matter, they are all having a "toast" for "mission accomplished." I found it frustrating that they all "galloped" up to a special session in order to see to it the resolution moved forward without the usual citizen watchdogs they are used to handling during the regular session. Niederhauser made mention that this was the first of 2 special sessions this year. I hope they don't make a habit of this! We are going to end up like California with a "full time" legislature. What a nightmare!
As I watched the press conference announcing the resolution passing, I couldn't help but notice how "giddy" Stevenson, Wilson and Hughes were on camera. Niederhauser appeared to be in a trance or under some sort of mind control, but the laughter and backslapping did not go unnoticed, and no wonder. They are all full of talk of economic development and making money for the state. They talk in terms of business propositions. I have news for you, government is not, and should not be in the business of making money! Your JOB is to manage The People's money, but I'm sure the cronyism will be evident as the process moves forward with their talk of Public Private Partnerships, (Fascism Alert). Representative Wilson talked about the "Biggest Building Ever Built In History", to the tune of $550 million, or from ($1.0 - $1.8 Billion depending on who's throwing around numbers), actually going DOWN as the project moves forward. Can you imagine? Will it rival this? The biggest building project on a plot of land of 5000 acres going down in price? It's a "pipe-dream!" Wilson and Luz Escamillia also talked about the prison move actually fixing the "landfill problem." "No!" I think that actually exacerbates our problem. Where do you think all of our garbage is going to go now? Senator Escimillia also hammered away at economic development adjacent to the new prison. So I ask, "was this NOT happening around the current site in Draper?" And, do you really think people are going to make the trek out to the prison swamp-land for something they can get at City Creek? I can't wait to hear what captain's of the airliners will say upon approach to the Salt Lake City International Airport..."Welcome to beautiful Salt Lake City, Crossroads of the West and home of the Utah State Penitentiary." Although legislators spoke of a "tough debate" over the issue, it passed the House with 82% of the vote, and the Senate by 72%. Truth be told, they were overwhelmingly on the same page to move the prison out of Draper. Although, Salt Lake City Mayor and Council are threatening to sue the state over their decision. Senator Jerry Stevenson (UTA TRAX connection), mentioned several times during the press conference that Utah Leg. may just annex the property into Magna, another Salt Lake County City. Ben McAdams is probably "giddy" over this idea too. But, once again, Salt Lake County taxpayers will be picking up the tab for the landfill cleanup and the new roads and infrastructure, including water and sewer. It will just make his head swell as Mayor of the largest populated/developed county in Utah with over 1 million residents.
There is still a lot to debate moving forward with the new prison project, but let's turn our heads toward the Draper Prison Redevelopment Plan, labeled by some as the "Silicon Slopes." I still think the scheme to move the prison was conjured up by those with "$$" signs in their eyes! And, there is enough of that to go around. Step in Representative Brad Dee from Ogden. He was quoted in a news article by the same name saying,
"the talk hasn't come from us. Our emphasis has been should we move it...it's ludicrous to suggest anyone in the Legislature has a conflict of interest with developing the prison site at this point. We're not talking today about who may benefit or what might happen. If a decision is made this session to move the prison, questions of where and when and how will come in the next few years." ~ Brad Dee
Now, things are starting to get interesting! Brad Dee has been serving on a board of consultants, Wasatch Front Regional Council, or (WFRC). It is considered a COG, or Council Of Government, made up of elected officials from every city and county along the Wasatch Front. The group was formed around 1969 as a volunteer organization. It is now a Corporation, claiming it's authority from a Utah law known as theInterlocal Cooperation Act of Utah. Basically, these groups set themselves up as "experts" and start wielding their power in every aspect of your life and your private property, driving Utah's elected, (City, County, State), by code and appropriations, (your tax dollars), to bring about their Agenda it is cronyism at it's best and fascism at it's worst. It is Agenda 21 Sustainable Development. It takes the power out of the hands of The People, and is government by committee. This COG is what is driving the Redevelopment efforts in Draper and every other city in Utah! It's set up to look innovative and unique, but all the "plans" are the same. It's not innovation at all! As Kathleen Marquardt points out in her article,
"you will see that the planning for a town in
Texas and one in Tennessee somehow have the exact same needs, desires
and problems. Of course you can do that for Missoula, Montana and Albany,
New York. You will find that not only does every place have those same
needs, desires and problems but that the answers are also exactly the
same, down to the density of housing and the eradication of the automobile."
In short, do you want someone from Ogden and Layton, (J. Stewart Adams Contractor), telling you what your General Plan will consist of in Draper? The answer should be "NO!" They are not accountable to you. Yet, when the legislative sessions start on Capital Hill, if a citizen from Draper calls them in opposition to a law they are opposed to, those legislators will not listen to them because they don't live in their district! Yet the laws they enact effect ALL Utahans!
In order to see how sinister this whole Draper Redevelopment Plan is you have to understand who's wielding the power as head of WFRC. His name is Andrew Gruber. He took over the helm of WFRC in 2010. Basically he's a lawyer who cut his teeth in the Regional Transportation Authority of Chicago. It's his "wheelhouse". Which is fitting since every redevelopment plan across Utah is CENTERED around the Transportation Agenda. It's no wonder that every plan includes Light Rail, Commuter Rail, (both UTA run), and Obama's High Speed Rail, don't these people know that high speed rail went out in the 90's, and is prominent in most third world countries? Here's the specs on the Draper Prison Site Redevelopment...105 acres of open space, MORE THAN 5,000 High and Medium Density "residential units", (make no mistake, these are going to be apartments from 600 square feet up), and nearly 9 Million square feet of office space in addition to retail, research and development and "other" uses. (Silicon Slopes KSL). It's Andrew Gruber's ultimate dream, eliminating cars so you have to ride his transportation system. Do you see my point about cronyism and fascism? Don't believe me about the "no more cars theory?" All you have to do is look at the artist renderings to notice they very rarely show cars, only buses, trains and bikes, and people walking the streets of course! In the high density housing in West Valley, (Fairbourne Station), some residents are allowed to park one car, but they have to pay an extra fee to park it on the property so, everyone parks on the street! This whole thing is a racket! Don't forget, you are provided possible employment so you can work on site and never leave your neighborhood!

Remember, Andrew Gruber was not elected by any of us, but he is driving this Agenda, the Smart Growth/Smart Cites Plan masked as a Transportation Plan. Andrew Gruber also sits on Envision Utah Board of Directors, the Association of Metropolitan Planning Organizations, the National Association of Regional Councils, Utah Governor's Clean Air Partnership (UCAIR), the University of Utah's College of Architecture and Planning, (he's not an architect, but he plays one on TV), among many others.
Now let's hear from Mayor Tony Walker Draper City.
"While there was talk about what [could] happen at the prison site, no one had shown what the property's future [could] look like... We wanted to let everyone know Draper is not going to be provincial, dream big, and those drawings are a good rendition of our vision. Draper Councilman Jeff Stenquist said,
"We feel like this is something that, while it would benefit Draper City, is a unique opportunity to benefit the entire Region... What we came up with isn't based on a concrete proposal at this point, it's just a concept."~Salt Lake Tribune
I don't know about you, but I didn't agree to any "Regional Government!" Look at the renderings of West Valley's Plan. These things never change from concept to construction! And, although Utah Leg. claims to "not know" what will happen with the land, it's all planned out by Gruber and his crony's down to the last square inch! Draper City Council passed a resolution stating,
"the vision for the property is in line with Growth Plans developed by the Wasatch Front Regional Council as it would [accommodate] future population growth as well as provide opportunities for employees and residents to live close to work, walk or bike to shop and have both great transit and road access necessary to lessen negative effects of congestion and poor air quality."
Talk about your "boondoggle", this controversy is not over!
A "Dark Horse" is defined as, "a little-known person or thing that emerges to prominence, especially in a competition of some sort, or a contestant that seems unlikely to succeed." As I've followed the prison debacle it became ever present that Andrew Gruber was the Dark Horse that would be realizing his pipe-dream of his planned development, disguiesed as a transportation plan, coming to fruition in Draper. He can now cross Draper City off the list of his Agenda 21 Sustainable Development Smart Cities/Smart Growth Plan, and consider the march toward fascism one step closer.
UPDATE- The Utah State Legislature has formed a Committee and is holding committee meetings in regards to the Draper Prison Move. The committee is carrying the name "Point of the Mountain Development Commission" Follow the trail that will not surprise anyone who has read this post.
